What is a Positive Behaviour Support (PBS) Plan?
The NDIS answers the question, what is a PBS plan, with “A behaviour support plan is a plan written by an NDIS behaviour support practitioner.
The goal of your behaviour support plan is to improve your quality of life. A behaviour support plan should look at ways to meet your needs and respect your dignity.
There are two types of behaviour support plan:
- comprehensive behaviour support plans
- interim behaviour support plans”.

The NDIS Quality and Safeguards Commission fact sheet for participants and the NDIS PBS Guidelines explains what these two plans mean.
1) An Interim Behaviour Support Plan:
An interim behaviour support plan is a short plan prepared by a registered NDIS behaviour support practitioner. This is only relevant to those who do not have a current PBS plan in place and where risk requiring safeguarding has been identified or if there are restrictive practices being used.
The Interim Behaviour Support Plan will look at the indicidual’s behaviour support needs and look at ways to prevent behaviours of concern and reduce harm to them and the people around them.
The interim behaviour support plan may also include regulated restrictive practices and when they may be used. It will also provide information on how to reduce or stop these practices over time.
2) A Comprehensive Behaviour Support Plan.
A comprehensive behaviour support plan is a detailed plan developed by a registered behaviour support practitioner. It is based on the understanding of what is happening and why. It uses proactive strategies to meet the individual’s needs, teach skills and make lasting positive change.
The PBS plan will provide positive behaviour support strategies for the individual, and their family, carers and support workers. The PBS Plan may also include regulated restrictive practices.
The PBS plan will tell you if and when these practices may be used, which may only be used as a last resort to protect the individual and others from harm. It will also provide information on how to reduce or stop using these over time.
If the PBS plan includes restrictive practices, the PBS plan must be reviewed at least every 12 months.
